Amends Minnesota Statutes 2016, section 357.021, subdivision 7, to redirect parking violation surcharges collected under subdivision 6 and section 97A.065, subdivision 2.

Credits $12 of each parking violation surcharge collected under subdivision 6, paragraph (a), to the highway user tax distribution fund instead of other accounts.

Maintains existing distributions: 1% to peace officer training account in game and fish fund, 39% to peace officers training account in special revenue fund, and 60% to general fund for surcharges not specified otherwise.

Credits $3 of each $75 surcharge to the general fund, with additional $47 of each surcharge also going to the general fund under paragraph (c).

Effective July 1, 2017, and applies to surcharges on parking violations committed on and after that date.
