Increases weight limitations by 10 percent for single-unit vehicles transporting fluid milk from production points to another production point for additional loading or to the first processing point.

Eliminates permit requirements for milk transport vehicles operating under the increased weight limits.

Exempts milk transport vehicles from seasonal weight increases but requires compliance with seasonal load restrictions, bridge load limits, and tire/manufacturer weight ratings.

Amends civil penalty provisions to include the new milk transport weight limit section (169.8295) in violation liability calculations, maintaining existing penalty structures based on excess weight amounts.

Effective date is the day following final enactment for both the new weight limit provision and amendments to civil liability statutes.
