Expands firefighter special plate eligibility to include active firefighters for the Department of Natural Resources, tribal governments, and federal agencies (in addition to state-aided fire departments).

Requires a letter from the fire chief for state-aided fire department members and a letter from the area supervisor for other firefighters as verification of eligibility.

Maintains the $10 special plate fee and eligibility requirements for passenger automobiles, one-ton pickup trucks, and motorcycles.

Allows plates to be transferred to another vehicle of the same type owned or jointly owned by the firefighter upon payment of a $5 transfer fee.

Requires plate removal or invalidation when a firefighter leaves their department or when vehicle ownership is transferred, with the individual needing to obtain regular plates.
