The commissioners of health and education must jointly develop a model plan for school districts to test for lead in drinking water in public school buildings serving students in kindergarten through grade 12, based on EPA standards and Department of Health guidance.

By July 1, 2018, each school district and charter school board must adopt the commissioners' model plan or develop an alternative plan to test for lead in water in all buildings where students may consume water.

Testing must occur annually in calendar years 2018 and 2019, then at least once every five years thereafter.

Each school district and charter school must post its most recent lead test results on its website.

School districts may include lead testing and remediation in their ten-year facilities plan, and ten-year facilities plans must include provisions for implementing health and safety programs that comply with regulations and best practices, including remediation of lead hazards.
