Appropriates $3,246,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Blaine for reconstruction of 105th Avenue near the National Sports Center.

Reconstruction project includes converting the street from five lanes to four lanes with median, turn lanes, sidewalk, trail, landscaping, lighting, and consolidation of access driveways.

Appropriation is contingent upon the commissioner of management and budget confirming at least $3,000,000 in committed funding from city sources, including municipal state aid and county turnback funds.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,246,000 to finance the appropriation, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
