Appropriates $7,000,000 from the bond proceeds fund as a grant to the city of Hastings for design, engineering, and renovation of public buildings on the Hastings public square.

Funds cover masonry repairs, replacement of dome cupola roofs and decorative metal, foundation work, HVAC improvements, and operational improvements aligned with the site's historical status.

Projects are needed to preserve the second-oldest courthouse in Minnesota and maintain the historic downtown area along the Mississippi River.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,000,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
