Establishes a Legislative Commission on Cyber Security consisting of six members: three senators (two appointed by the senate majority leader, one by the senate minority leader) and three house members (two appointed by the speaker, one by the minority leader).

Commission members serve two-year terms beginning upon appointment and expiring after the opening of the next regular legislative session in odd-numbered years, with vacancies filled to preserve the established representation.

Duties include providing oversight of the state's cyber security measures, reviewing state agency policies and practices regarding cybersecurity, recommending policy and law changes to protect against threats, and developing recommendations for agency budgets to meet cyber security needs.

Commission chair is elected by majority vote of members present and must alternate between a senate member and a house member, serving a two-year term.

Commission sunsets December 31, 2026, with initial appointments due by March 15, 2017, and the first meeting to be convened by June 15, 2017.
