Appropriates $228,000 in fiscal years 2018 and 2019 to the Pollution Control Agency to review and modify manure and nutrient management requirements in the Upper Mississippi River Source Water Protection Area, with work due by July 1, 2020.

Appropriates $114,000 in fiscal year 2018 and $720,000 in fiscal year 2019 to the Pollution Control Agency to incorporate surface water protection strategies into watershed restoration reports, total maximum daily load assessments, and best management practices for feedlots, storm water, and permit issuance.

Requires the Commissioner of Health to develop a testing schedule for drinking water sources in the Upper Mississippi River watershed for microorganisms, specific pesticides and their degradates, nitrates, pharmaceuticals, and endocrine disruptors, with results reported by July 1, 2018.

Requires the Commissioner of Health to adopt health risk limits for neonicotinoids and pesticide breakdown products by January 1, 2019, and to test finished water for effectiveness of treatment infrastructure.

Directs the Commissioners of Natural Resources and Agriculture to review water appropriation permits, implement best management practices, enhance pesticide applicator training, and review setback requirements for surface water protection in the Upper Mississippi River Source Water Protection Area.
