Adds new definitions for "salon manager" and clarifies "school manager" and "designated licensed salon manager" roles in cosmetology regulation.

Redefines "school" to exclude continuing education courses, additional training for licensed individuals, and self-improvement programs not intended for professional practice preparation.

Establishes grandfathering provisions for eyelash technician licenses with applications accepted August 1, 2017 through January 31, 2018, requiring proof of high school diploma, prior training completion, public health and safety coursework, and passing test scores.

Requires Board of Cosmetologist Examiners to adopt rules governing eyelash technician and salon licenses including scope of practice, licensing conditions, education requirements, and 14 hours of eyelash extension training.

Delays issuance of non-grandfathered eyelash practitioner licenses until February 1, 2018 and repeals previous "manager" definition to implement new manager licensing structure.
