Amends Minnesota Statutes section 171.24 to establish gross misdemeanor penalties for repeat violations of driving with a suspended, revoked, canceled, or disqualified license.

Creates a gross misdemeanor charge when a person violates the driving without valid license statute within ten years of two prior convictions under the same section.

Establishes gross misdemeanor penalties when driving without a valid license causes a collision resulting in substantial bodily harm or death to another person.

Applies to violations where the license suspension, revocation, or cancellation resulted from specific traffic and criminal statutes, including DWI violations, reckless driving, and violations of chapter 169A.

Takes effect August 1, 2018, and applies to offenses committed on or after that date.
