Amends Minnesota Statutes 2016, section 124D.03, subdivision 5a, regarding school district open enrollment lottery procedures.

Establishes four priority categories for enrollment when school districts have more applications than available seats: siblings of currently enrolled students, students in approved integration and achievement plans, children of school district staff, and students from nonpublic schools with articulation agreements.

Requires school boards and nonpublic schools within district boundaries to jointly adopt written articulation agreements to authorize priority enrollment for nonpublic school students currently in the highest grade offered.

Mandates school districts establish and post lottery procedures in school district policy approved by the school board and posted on the district's website.

Effective July 1, 2017, for all lotteries conducted on or after that date.
