Requires the Minnesota Department of Transportation to incorporate remaining service life metrics into its pavement management processes.

Establishes statewide pavement remaining service life goals of 12 years by 2021 and 15 years by 2026.

Mandates that once goals are met, the department must maintain statewide pavement conditions at a minimum of 15 years remaining service life and prevent year-over-year decreases.

Requires the commissioner to collaborate with highway designers, engineers, and construction industry members to develop and implement a pavement management process and implementation plan that maximizes remaining service life and return on investment.

Requires the implementation plan to be signed by a professional engineer licensed in Minnesota.
