Commissioner of Health, in coordination with the Commissioner of Human Services and community stakeholders, shall develop a comprehensive strategic plan to reduce new HIV infections, ensure quality care access regardless of race/gender/sexual orientation/socioeconomic status, and work toward HIV elimination in Minnesota

Plan must align with the National HIV/AIDS Strategy and reflect current scientific developments in HIV medical care and prevention

Plan must establish targets to reduce new diagnoses by at least 75 percent, increase serostatus awareness to 90 percent among people living with HIV, increase treatment rates to 90 percent, and increase viral suppression to 90 percent

Plan must provide recommendations for optimal allocation and alignment of existing state and federal funding and estimate additional resources needed for new or enhanced interventions

Commissioner shall submit the comprehensive plan and recommendations to legislative committee chairs and ranking minority members with jurisdiction over health and human services by February 1, 2018
