Expands early learning scholarship eligibility to include children from homeless families who meet age requirements, regardless of income level.

Makes parents under age 21 pursuing a high school or general education equivalency diploma eligible for early learning scholarships if they have a child ages zero to five and meet income guidelines.

Requires the Children's Cabinet to create a cross-agency support system plan for homeless families with children up to age four, addressing rural and urban service delivery differences, staff training pipelines, intake forms, data sharing systems, and trauma-informed services.

Mandates the Children's Cabinet report findings, recommendations, and draft legislation to legislative committees with jurisdiction over education, housing, and human services by January 23, 2018.

Appropriates $200,000 in fiscal year 2018 for the Children's Cabinet system redesign report.
