Amends Minnesota Statutes 2016, section 62D.115, subdivision 4, regarding health maintenance organization record-keeping requirements

Requires health maintenance organizations to maintain records of quality of care complaints and their resolution for five years

Mandates that complaint resolution records, including investigation conclusions and corrective action plans, must be provided to the commissioner upon request

Classifies information provided to the commissioner as confidential data on individuals or protected nonpublic data under section 13.02

Allows non-identifying information to be accessible to the enrollee or individual who made the complaint
