Prohibits construction of schools on land located within one-quarter mile of a dump site or closed landfill, effective July 1, 2017.

Requires schools within one-quarter mile of a dump site or closed landfill to provide annual written notice by regular mail at least 60 days before the school year begins to parents and employees, including a to-scale map and available information about the site's operation, waste type and volume, and contamination levels.

Schools must display the notice and map on their website's main home page.

Exempts schools from these requirements if an independent contractor samples and tests soil gas for methane and volatile organic chemicals, and the Pollution Control Agency issues a written determination that contamination levels are below residential standards and methane concentration is below 0.5 percent by volume.

Defines "dump site" as unpermitted mixed municipal solid waste disposal sites identified in the February 2001 Dump Assessment Study, listed on the agency's website, or known by county solid waste officers; and "closed landfill" as closed landfill sites listed on the agency's website as potentially contaminated.
