H.F. 2109 - Student Inclusion and Engagement Act

• School districts must use nonexclusionary disciplinary policies and practices before removing pupils from class or dismissing them from school, except when a pupil creates immediate and substantial danger.

• Adds pupil dismissal and removal rates by student subgroup as a performance measure for school district and school site progress under state accountability standards.

• Requires re-engagement plans for pupils who are suspended, removed from class, excluded, or expelled to help them successfully return to academic programming.

• Expands reporting requirements to the Commissioner of Education to include nonexclusionary interventions used, reasons they were ineffective, and whether law enforcement participated in discipline decisions.

• Appropriates funding for professional development grants to school districts and charter schools to train educators on implementing nonexclusionary discipline policies and alternative strategies like restorative practices.
