Establishes high priority for the legislative auditor to conduct audits of Department of Human Services programs, services, and benefits to ensure continuous legislative oversight and accountability

Requires audits to determine whether the department offered programs and provided services and benefits only to eligible persons and organizations, and complied with applicable legal requirements

Mandates the legislative auditor to periodically report audit findings and recommendations to the Legislative Audit Commission and legislative committees with jurisdiction over human services policy and finance

Appropriates an unspecified amount from the general fund for the biennium ending June 30, 2019, to establish and maintain a team of auditors with necessary training and experience

Adds the appropriation to the base budget of the legislative auditor
