• Requires state agencies to consult with the Office of MN.IT Services on information technology costs for projects and transfer the IT cost portion to MN.IT Services upon agreement.

• Mandates the state chief information officer submit comprehensive quarterly project portfolio reports to legislative committees beginning October 1, 2017, itemizing each project, IT costs as a percentage of total budget, development status, completion dates, and projected ongoing support costs.

• Requires MN.IT to complete executive branch information technology consolidation by December 31, 2018, including hosting at least 25 percent of state agency servers on public cloud, storing at least 35 percent of state agency data on public cloud, and operating no more than six data centers statewide.

• Mandates MN.IT reduce the Office of MN.IT Services' total personnel costs by at least $3,000,000 by June 30, 2019.

• Requires a report by January 1, 2018, on business application software consolidation across state agencies, including outcomes achieved, consolidation plans with measurable goals, and legislative recommendations.
