Appropriates $500,000 in fiscal year 2018 and $500,000 in fiscal year 2019 from the arts and cultural heritage fund to the commissioner of agriculture for county fair grants.

Distributes $200,000 each year in equal amounts to all 95 county fairs to enhance arts access and education and preserve Minnesota's history and cultural heritage.

Allocates $200,000 each year as competitive grants for developing or enhancing facilities that provide access to arts, arts education, and agriculture or historical and cultural heritage programs.

Provides $100,000 each year as competitive grants for specific projects and events that provide access to the arts or the state's agricultural, historical, and cultural heritage.

Requires the commissioner of agriculture to develop grantmaking criteria and guidance while seeking input from all interested parties.
