Requires the Department of Veterans Affairs to develop a policy, eligibility standards, and application form for waiving or reducing burial fees for indigent eligible dependents in state veterans cemeteries.

Authorizes the commissioner of veterans affairs to grant no-fee or reduced-fee burials to eligible low-income dependents of veterans upon application.

Adds uncompensated burial costs for eligible dependents receiving no-fee or reduced-fee burials to allowable uses of money from the Minnesota "Support Our Troops" account.

Applies to eligible spouses and dependent children of veterans buried in state veterans cemeteries.

Maintains existing provision that service members who die on active duty and eligible veterans receive burials at no charge for plot or interment fees.
