School districts must identify gifted and talented students, develop programs addressing their instructional and affective needs, provide staff development, and evaluate program effectiveness.

Districts must adopt assessment guidelines using research-supported instruments inclusive of underrepresented groups including low-income, minority, twice-exceptional, and English learner students.

Districts must develop academic acceleration procedures assessing student readiness and matching curriculum level, complexity, and pace; early admission procedures for kindergarten or first grade must be sensitive to underrepresented groups.

Gifted and talented revenue per district increases from $13 to $39 per adjusted pupil unit; districts must reserve and spend revenue only on assessment, identification, educational programs, and staff development for gifted students.

Districts must report to the commissioner on state-funded gifted and talented services including achievement data disaggregated by student quartiles, satisfaction levels, and spending breakdown by service category.
