Establishes a local cost-share assistance account in the local road improvement fund to provide grants or loans to cities, towns, and counties for their share of trunk highway projects not fully funded by state and federal sources.

Appropriates unspecified bond proceeds from the state transportation fund to the commissioner of transportation to match federal money for replacement and rehabilitation of local deficient bridges, including design-build contracts and land acquisition costs.

Appropriates unspecified bond proceeds for construction and reconstruction of local roads with statewide or regional significance, with priority for projects expanding the ten-ton road system, and for rural road safety improvements on county state-aid highways.

Authorizes the commissioner of management and budget to sell and issue general obligation bonds in an unspecified amount to fund the local bridge and road improvement appropriations under Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Amends Minnesota Statutes section 174.52, subdivision 2, changing the "trunk highway corridor projects" account name to "local cost-share assistance account" and allowing grants or loans rather than grants only.
