Designates May 14 of each year as Hmong Veterans Day to honor Hmong people who served, suffered, sacrificed, or died in the Secret War in Laos during the Vietnam War from 1961 to 1975 in support of U.S. armed forces.

Commemorates May 14, 1975, the last day of airlift evacuation of officers and their families from Long Tieng, Laos to the Nam Phong refugee camp in Thailand.

Requires the governor to issue a proclamation honoring the observance each year and order American and Minnesota flags flown at half-staff on state Capitol grounds and other state property on May 14.

Encourages schools to read a passage about Hmong history or the statute to students on May 14 (or the preceding Friday if May 14 falls on a weekend) and encourages local governments, businesses, and schools to fly flags at half-staff.

Allows employees to request the day off without pay with two weeks' notice to their employer for observance of the holiday.
