Amends Minnesota Statutes section 161.088 to modify the Corridors of Commerce program's project eligibility requirements and selection process.

Establishes that the commissioner must not include any additional evaluation criteria beyond those specifically listed in statute, limiting discretionary project evaluation standards.

Requires the commissioner to adopt a weighted policy for seven specific evaluation criteria: return on investment, commerce and economic impacts, freight movement efficiency, traffic safety, regional connectivity, multiple policy objectives, and community support.

Creates a new long-term plan requirement that includes all eligible projects prioritized by their evaluation scores, which may be organized by transportation district or statewide.

Changes annual legislative reporting requirements to include the weighted criteria policy, all evaluated projects with scores, and incorporates independent program evaluation in even-numbered years beginning in 2016.
