Prohibits mental health practitioners and professionals from engaging in conversion therapy with clients under 18 years of age or vulnerable adults as defined in Minnesota Statutes section 626.5572, subdivision 21, effective the day following final enactment.

Defines conversion therapy as any practice intended to change an individual's sexual orientation or discourage gender transition, including efforts to eliminate or reduce same-sex attractions or romantic feelings.

Excludes from the definition counseling that assists with gender transition, facilitates coping skills and identity development, or addresses unlawful conduct or unsafe sexual practices.

Makes conversion therapy attempted with minors or vulnerable adults subject to unprofessional conduct findings and disciplinary action by the mental health practitioner's or professional's licensing board.

Excludes conversion therapy from coverage under Minnesota Medical Assistance (Medicaid) by amending Minnesota Statutes section 256B.0625.
