Prohibits the commissioner of transportation from adjusting or requiring adjustment to speed limits on marked Trunk Highway 316 (Red Wing Boulevard) between U.S. Highway 61 and Tuttle Drive in Hastings.

Exempts local road authorities authorized to adjust speed limits without a traffic and engineering study and work zone speed limit establishments from the moratorium.

Requires the commissioner of transportation to submit a report on speed limits for this highway segment to legislative transportation committees by March 1, 2018.

Mandates at least two public hearings in Hastings regarding proposed speed limit adjustments as part of report development.

Report must detail the decision-making process, respond to hearing comments, and include copies of recent traffic and engineering studies on speed limit adjustments in Hastings.
