Establishes new contract accountability measures for charter schools serving at-risk student populations, defined as schools where at least 70 percent of enrolled pupils are eligible for the graduation incentives program or limit admission to such pupils.

Charter school performance evaluations for at-risk populations must allocate 30 percent to longitudinal student achievement and growth data on nationally or state-normed assessments for groups of 10 or more continuously enrolled students.

Charter school performance evaluations must allocate 40 percent to demonstrated growth in four selected postsecondary and workforce readiness measures, including graduation rates, dropout rates, standardized test participation, and workforce certification completion.

Charter school performance evaluations must allocate 30 percent to student engagement measures including attendance rates, truancy data, dropout re-enrollment, character and social competency assessments, and community service participation.

Effective for the 2017-2018 school year and later, requiring charter contracts to be based on these alternative academic, career and college readiness, and student engagement performance measures consistent with Minnesota Graduation Standards.
