Creates two grant accounts (general fund and bond proceeds fund) under Minnesota Statutes chapter 245G for regional behavioral health crisis program facilities grants managed by the Commissioner of Human Services.

Establishes grant eligibility for cities, counties, housing authorities, public hospitals, and nonprofit organizations designated by local mental health authorities or regional consortiums serving individuals with mental illness or substance use disorders.

Defines eligible projects as acquisition, design, renovation, construction, and equipping of facilities providing screening, assessment, and crisis services for persons with mental illness or substance use disorders, including those under or subject to arrest.

Prioritizes grants to applicants demonstrating regional need, detailed service plans, operating cost estimates, financial sustainability, and ability to build on existing community resources, with maximum grant of $5,000,000 per project.

Appropriates $30,000,000 from bond proceeds fund to the Commissioner of Human Services and authorizes issuance of up to $30,000,000 in state bonds, with grant cancellation possible if projects are not completed within four years.
