Prohibits mental health practitioners and professionals from engaging in conversion therapy with clients under 18 years of age or with vulnerable adults as defined in Minnesota Statutes section 626.5572, subdivision 21

Defines conversion therapy as any practice intended to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or to eliminate sexual or romantic attractions toward individuals of the same gender

Excludes from the definition of conversion therapy counseling that assists individuals undergoing gender transition or provides acceptance, support, and identity exploration that does not seek to change sexual orientation or gender identity

Establishes that attempted conversion therapy by mental health practitioners or professionals with minors or vulnerable adults constitutes unprofessional conduct subject to disciplinary action by the appropriate licensing board

Prohibits medical assistance coverage (Minnesota Health Care Program) for conversion therapy, effective the day following final enactment
