Creates a small cities assistance account in the special revenue fund to receive and distribute transportation funds to small cities

Requires the commissioner of management and budget to transfer $25,000,000 annually from the general fund to the small cities assistance account on July 1 each year

Money in the account is annually appropriated to the commissioner of revenue for distribution under existing subdivisions 3 and 4 of Minnesota Statutes section 162.145

Allows the account to receive additional funds through donations, allotments, transfers, or other lawful provisions beyond the annual appropriation

Takes effect the day following final enactment
