Modifies the Perpich Center for Arts Education board composition to 15 persons with specific qualifications including at least one school administrator or elected school board member, one locally or regionally recognized professional artist, one secondary or postsecondary arts educator, and one person with experience administering a statewide outreach program, with at least one member from each congressional district.

Requires all board members to complete board training requirements consistent with section 127A.19.

Extends the appeal period for parents disagreeing with board actions that adversely affect a pupil's academic program from 30 days to 60 days, with the commissioner of education's decision being binding on the board.

Requires the director of the Perpich Center for Arts Education to be a licensed school superintendent and mandates employment of at least one licensed secondary school principal among up to six department chairs in unclassified service positions.

Requires the center's director to submit annual progress reports for five years (2017-2022) to legislative committees with jurisdiction over K-12 education addressing findings from the Office of the Legislative Auditor's January 19, 2017 internal controls audit and the 2017 evaluation report.
