Establishes a service member and veteran service center pilot grant program administered by the commissioner of veterans affairs to award grants to nonprofits serving service members, veterans, and their families.

Requires eligible service centers to provide gathering space, assist with accessing local, state, and federal resources, connect individuals with services in law, education, employment, housing, health, and wellness, and utilize public and private partnerships.

Mandates that all eligible applicants be 501(c)(3) nonprofit corporations and secure a 50 percent match from nonstate sources.

Grants preference to service centers that demonstrate meaningful collaboration with other organizations and are located outside the metropolitan area as defined in Minnesota Statutes section 473.121.

Appropriates $500,000 from the Support Our Troops account in fiscal year 2018 for the pilot grant program, with funds available until expended.
