Allows cities or towns certified as compliant with Minnesota Statutes section 274.014, subdivision 2 by February 1, 2016, to have their local board of appeal and equalization powers reinstated for the 2017 assessment year if no trained board member attended the 2016 meeting.

Requires qualifying towns to provide a resolution and certification of continued compliance to the county assessor by February 10, 2017, to prevent automatic transfer of powers to the county.

Invalidates any prior determinations that a town's local board transferred its powers for assessment year 2017 if the town meets the requirements under this section.

Requires county assessors to provide notice to town clerks of qualifying towns by February 25, 2017.

Becomes effective the day following final enactment.
