Amends Minnesota Statutes 2016, section 473.386, subdivision 3, to extend Metro Mobility special transportation service coverage area.

Requires the transit council to ensure geographic coverage area of special transportation service is continuous within transit taxing district boundaries as defined March 1, 2006, and any areas added to the district under section 473.4461.

Includes areas that received capital improvements financed in part by the Minnesota Urban Partnership Agreement (UPA) under the United States Department of Transportation UPA Program within the required service coverage.

Effective the day following final enactment and applies in the counties of Anoka, Carver, Dakota, Hennepal, Ramsey, Scott, and Washington.
