Allows members of participating municipal governing bodies to be appointed to the Central Iron Range Sanitary Sewer Board, changing prior restrictions.

Town boards appoint one member per township; city councils appoint three members from Chisholm, two from Buhl, and one from Kinney to the sewer board.

Board members must be residents of the municipality they represent, except the Commissioner of Iron Range Resources and Rehabilitation or designee representing the Minnesota Discovery Center.

Makes appointments of sewer board members retroactively effective from December 27, 2003, and ratifies all prior appointments made since that date.

Becomes effective after each participating municipality completes compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
