Amends Minnesota Statutes 2016, section 161.20, subdivision 3, to establish limitations on trunk highway fund expenditures for buildings and related purposes.

Prohibits trunk highway fund appropriations for the building services budget activity from being used for purposes eligible under state general obligation bonds proceeds, including trunk highway bonds proceeds.

Creates an exception allowing such expenditures if the amount is sufficiently small that it creates undue inefficiencies for state bond sales, issuance, or administration of bond proceeds.

Reaffirms that expenses for Bureau of Criminal Apprehension laboratory, Explore Minnesota Tourism kiosks, Minnesota Safety Council, driver education programs, Emergency Medical Services Board, Mississippi River Parkway Commission, excess MN.IT Services payments, and Governor's Office personnel costs do not further highway purposes.

Takes effect July 1, 2017, and applies to appropriations made on or after that date.
