Urges the United States Congress to permanently repeal all trade, financial, and travel restrictions imposed on Cuba through the comprehensive embargo maintained for over five decades.

Notes that current U.S. laws and regulations make American exports to Cuba difficult and burdensome, requiring prior permission from the Department of Commerce and compliance with numerous federal export regulations.

Projects that Minnesota could gain at least $45 million in new annual exports and nearly $92 million in total economic benefit, including 900 new jobs, if trade restrictions with Cuba were lifted, given that soybeans and corn comprise 40 percent of the state's export value.

States that Cuba imports up to 80 percent of its food ($2 billion annually in agricultural products) and that the U.S. currently ranks third in agricultural exports to Cuba, indicating significant market opportunity.

Directs the Minnesota Secretary of State to transmit copies of this memorial to the President, Congress, relevant congressional committees, and Minnesota's congressional delegation.
