Requires agencies to present program plans and cost estimates for capital projects to the chairs of the senate Finance Committee and house Ways and Means Committee, and to notify the chairs and ranking minority members of both chambers' Capital Investment Committees before preparing final plans and specifications.

Mandates notification of substantially affected committees within ten days after signing a change order or becoming aware of a substantial change in project scope or cost, including the nature, reason, and anticipated cost of the change.

Exempts specific project types from initial review requirements, including demolition, hazardous material projects, utility infrastructure, parking facilities, transit stations, rail projects, highways, water/wastewater facilities, ice centers, local government projects under $1,500,000, and any capital project under $750,000.

Requires that exempted projects still comply with change notification requirements when substantial modifications occur.

Specifies that committee recommendations are advisory only, with failure to recommend treated as a negative recommendation.
