Appropriates $190,000 in fiscal year 2018 and $190,000 in fiscal year 2019 from the general fund to the commissioner of administration for state demographer operations.

Appropriates $250,000 in fiscal year 2018 for the state demographer to develop and support a 2020 census communication and mobilization plan, available until June 30, 2019.

Appropriates an unspecified amount in fiscal year 2019 for state demographer communication and community engagement activities and grants for community outreach partnerships, with funding base for fiscal years 2020 and 2021 at an unspecified amount and zero thereafter.

Authorizes the commissioner of administration to contract with nonprofit, community-based organizations and accept gifts or grants to support these activities.

Requires the commissioner to report to the chairs and ranking minority members of the house and senate committees with jurisdiction over the Department of Administration by February 15, 2021, on results of communication and community engagement activities.
