Appropriates $9,000,000 from the bond proceeds fund to the Metropolitan Council for phase 2 of the Orange Line bus rapid transit project on the I-35W corridor between downtown Minneapolis and Burnsville.

Funds cover design, preliminary engineering, engineering, and construction of a parking expansion and station on Buck Hill Road.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $9,000,000 to provide the appropriated funds.

Bond issuance follows procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.

Effective the day following final enactment.
