Appropriates $1,000,000 from the bond proceeds fund to the commissioner of transportation for a study on adding a second train to the Chicago-Twin Cities passenger rail corridor.

Requires the study to be completed in coordination with the states of Wisconsin and Illinois.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $1,000,000 to fund the appropriation.

Bond issuance follows procedures outlined in Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Becomes effective the day following final enactment.
