Requires a detailed racial impact statement attached prior to passage if legislation will affect racial composition, including estimated criminal cases per year, fiscal impact of confinement, effects on racial minorities, impacts on correctional facilities and jails, and potential need for additional prison capacity

Requires the racial impact statement to include description of effects on victims of crime who are members of racial groups with available data

Directs the Sentencing Guidelines Commission to develop a protocol for screening and analyzing the legislation's impact on racial composition of the criminal offender population
