Adds grants of up to $3,000 to disabled veterans to construct disability access improvements in or around their residences as an authorized use of Minnesota "Support Our Troops" account funds.

Maintains existing authorized uses of the account including grants to veteran service organizations, outreach to underserved veterans, services and programs for veterans and families, and Gold Star license plate transfers.

Defines "eligible foundation" as a tax-exempt organization under Internal Revenue Code section 501(c) that is also a nonprofit corporation with articles of incorporation specifying veteran assistance or family enhancement as a purpose.

Amends Minnesota Statutes 2016, section 190.19, subdivision 2a to add the new disability access improvement grant authority to the Department of Veterans Affairs.
