Requires the Minnesota State High School League to adopt rules exempting foreign exchange students from the one-year ban on transfer students' participation in varsity competition.

Exemption applies when a foreign exchange student transfers schools through the enrollment options program under Minnesota Statutes section 124D.03.

Exemption also requires the foreign exchange student's host family to have a known history of sending their children or foreign exchange students to the school district of their choice.

Maintains existing league rules for students with individualized education programs (IEPs) and 504 plans who transfer between public schools as a reasonable accommodation.

Maintains existing league rules for students who enroll in or are readmitted to recovery-focused high schools after completing licensed treatment programs for substance abuse, mental illness, or emotional disturbance.
