Appropriates $7,530,000 from the bond proceeds fund to the commissioner of administration to purchase land in or near Willmar and construct a 16-bed psychiatric hospital facility.

Facility will be approximately 17,500 to 18,000 square feet and house the Child and Adolescent Behavioral Health Services (CABHS) program with designated spaces for bedrooms, treatment rooms, dining, education, recreation, and staff areas.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $7,530,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
