Appropriates $183,200,000 from the trunk highway fund bond proceeds account to the commissioner of transportation for reconstruction of marked U.S. Highway 14 as a four-lane divided highway.

Project scope extends from the County Road 43 interchange in Steele County to the west junction with marked Trunk Highway 56 in Dodge County.

Funds cover right-of-way acquisition, engineering, and construction activities for the highway reconstruction.

Authorizes the commissioner of management and budget to sell and issue up to $183,200,000 in state trunk highway bonds under Minnesota Statutes sections 167.50-167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds, excluding accrued interest and premiums, must be deposited in the trunk highway fund bond proceeds account.
