Establishes a skate park grant program allowing the Minnesota Amateur Sports Commission to make grants to local governments for acquiring land, designing, constructing, renovating, and equipping skate parks.

Requires grant applications to include information about nonstate financial commitment to projects and mandates local governments demonstrate ability to maintain facilities.

Limits grants to no more than half of project costs and allows local government matching contributions in cash or in-kind (land, materials, utilities, parking, landscaping).

Requires approximately half of grants awarded over time go to local governments outside the seven-county metropolitan area to ensure equitable statewide distribution.

Appropriates $2,000,000 from bond proceeds to the Minnesota Amateur Sports Commission and authorizes the commissioner of management and budget to issue state bonds up to $2,000,000.
