Requires postsecondary institutions to annually report statistics on sexual assault incidents to the Office of Higher Education by October 1, including number investigated, referred for discipline, reported to law enforcement, pending, resolved with responsibility found, and cases closed without resolution.

Mandates institutions publish sexual assault data on their websites and the Office of Higher Education publish statewide data and individual institution data on its website, prepared as summary data consistent with educational privacy laws.

Requires the University of Minnesota Board of Regents to submit an annual report by October 1 including sexual assault data plus equivalent data on sexual harassment incidents as defined in the board's sexual harassment policy.

Requests the University of Minnesota Board of Regents amend its sexual misconduct policies to provide an appeal process before an impartial decision-maker for accused employees and victims regarding Office of Equal Opportunity and Affirmative Action findings.

Requires the University of Minnesota's Office of Equal Opportunity and Affirmative Action to notify accused employees and victims of their appeal rights upon conclusion of sexual misconduct investigations.
