Amends Minnesota Statutes 2016, section 97A.401, subdivision 3, to establish provisions for special rehabilitation permits to treat injured or orphaned wolves.

Commissioner must not deny requests for special rehabilitation permits to up to two wildlife rehabilitation master class permit holders for treating injured or orphaned wolves.

Special permits may be issued without a fee for taking, possessing, and transporting wild animals for scientific, educational, rehabilitative, wildlife disease prevention and control, and exhibition purposes.

Prohibits special permits for taking or possessing wild or native deer for exhibition, propagation, or as pets.

Allows nonresident professional wildlife rehabilitators with federal rehabilitation permits to possess and transport wildlife affected by oil spills.
